The State has proposed a new Heritage Building, which is slated to open in 2012. The building will house the State Archives, State Library, State Museum, and Visitor Center. Controversy surrounds the demolition of the General Administration building, which will have to be removed in order to build. In addition, there is skepticism around whether the elevation leading into the lake will provide a stable environment in an earthquake prone city. Soil tests and feasability studies claim that it is safe, and will actually help stabilize the hill.
